正确，maker charges的宾语
还原后为：
A new hair growth drug is being sold for three times the price, per milligram, that (指代前述price做charges宾语)the drug's maker charges for anather produxt with the same active ingredient.

what the maker charges,what 无故将范围扩大，导致比较对象不对等

E at which
不符合固定搭配：charge sth for someprice NOT charge at sth for someprice

the same ……as搭配有，但没有as出现在the same之前的情况
即：有the same……as 没有as……the same
固定搭配所以前后次序固定

且：
假设此处the same与as 搭配，则逻辑意思不符：
the same active ingredient as the maker charges
charge宾语改为了ingredient ，而非原意的price
