Good question, IMO it can.
In generally, GMAT use "it" to deter the infinitive "to" or that clause, for instance, "It is good to see you." Otherwise "Too see you is good" awkward.
"It is a secret that he likes tomatoes." Otherwise "That he likes tomatoes is a secret" awkward.
So back to your question, "They keep it quiet that he was dead." Otherwise, "That he was dead was kept secret by them" awkward.
