AD肯定不能选的了，B的意思也不合逻辑，但是C哪里错呀？E的as when。。。。？见识少见识少，NN，显形把。。。

我的理解是这样的：虽然说电视行业宣称会对political issues深入调查，但它有时候是肤浅的，(后面是举例说明)，比如当三个广播网对一个政治候选人的报导一模一样时(就是肤浅的)。

言下之意就是说，when the three major networks each broadcast exactly the same statement from a political candidate，这个时候就是superficial的，但这也只是superficial的一种情况而已，所以用as when

而如果选C的话就是说只有这一种情况下电视行业是superficial的。
