Whereas in mammals the tiny tubes that convey nutrients to bone cells are arrayed in parallel lines, in birds the tubes form a random pattern.

The sentence want to compare the tubes in mammals and the tubes in bird. Therefore, it put this part forward. It is still a clause, because the verb in is "are arrayed". The explanation follow also points out the first part is a clause. You just miss it.

129 the clause uses the passive voice. What's more, the clause modifies the language instead of Fench.
English, Spanish, and Italian words have been added to which( language).
I notice that LZ doesn't know much about passive voice.
I strongly recommend you first read through the BY's grammar book.
