我是这样解题的。
首先，but前后要对称。前面说的是The spraying of pesticides can be carefully planned，用的词是can be ，那么but是转折，后面的情况应该相应的就是can not了。另外，最后面的 than anticipated之所以不加they had，是因为they没有指代。本来应该是人事先预测，但是前面没有相应的可指代的人出现，所以干脆不加。
