这题我当时也做错了这种题是要花些时间分析的。

这里所有的duplicated facilities都是错的，违背了原文的意思。

原文是说如果只是因为设施的重复应该被避免的话，那么建一个大医院是在浪费资源。

ABC说的都是duplicated facilities 重复的实施，你可以体会一下他和duplication of facilities之间的细微差别。

至于D，改变了原意
