关于代词指代：就近/逻辑/主句主语？

questions:
1,visitors to the park have ofen looked up into the leafy canopy and “saw monkeys sleeping on the branches, whose arms and legs hang” like socks on a clotheslines.

A. saw monkeys sleeping on the branches, whose arms and legs hang
D. seen monkeys sleeping on the branches, with arms and legs hanging
E. seen monkeys sleeping on the branches, whose arms and legs have hung

OG的解释说the modifying clause “whose arms and legs illogically” refers to “branches”, which immediately precedes it,…….

那是说代词是就近指代的？会产生歧异？是否即便E的后半句换成A还是不对？
那就confuse了，究竟在将代词最为排除选项的时候，是以“就近”原则呢？还是“逻辑（主句主语）”原则？望指正。

E选项有两个错误
第一个错误是在这道题里whose是就近修饰branch导致意思不符合（通常情况下是就近修饰但有时也能跳跃修饰（很多情况是用主谓一致的方法跳跃修饰前面所提过的名词），但是在这道题里whose想指monkeys指不了（由于前面有个branches）这也是A的错误）
第二个错误是由于后面的 arms and legs have hung 用了现在完成时这时候表达的意思是在过去发生的是在现在引起的影响也就值翻译过来 arms and legs 曾经挂过意思显然不对

那是否 looked up into the leafy canopy and seen the monkeys have fallen asleep, whose arms and legs hang 这样的表达就正确了？
另外想问关于with,和定语从句的区别是什么？
