从句的主语是policy makers,所以E是单数错

B的and are之前没有动词和are对称，此结构错误

C的话是我看 Reserve who, now viewing 不顺眼就排除的

最后就剩D和A

首先view 后面加as或加 to be有没有什么讲究啊？我没把这个作为一个衡量依据

我选D是因为我觉得是policy makers认为economy as balanced ...，所以leave interest rates unchanged 。

可如果选A的话now viewing the economy 就有可能指代financial experts 了，所以我选了D

LZ问题1：关于D选项错误原因：

（1）D中的who....在语法上就近修饰 Federal Reserve，而不是我们“自己”理解的含义上的“policy makers”（难道这就是SC规则吗？做个语法机器人就要这样吗？——首先排除语法错误 没有语法错误的再看含义错误！）

可是我也有个问题：Federal Reserve前面的at the 对who的指代有影响吗？是否可以理解" , + who"虽然“,”前面有个名词，但因为这个名词是在"at the +Noun"，所以 who只能指代更前面的名词——policy maker？？？？？

——如果这个理解成立，那D就不会错在who的指代上了。请NN指正！！

不知道我的理解对不对？

（2）D中的“will be"为什么错误呢？是不是因为前面有个are now，所以后面只能用一般现在时？

“可如果选A的话now viewing the economy 就有可能指代financial experts 了” ——这个问题我回答不了，认为LZ说的有道理，不知道谁给解答解答？谢谢？！

说说我的理解吧

who作定语修饰的话应该只能修饰人，而且紧跟修饰词不能跳跃修饰，这里有修饰reserve的可能，不明确

另外view的用法，Longman说有(1)view sth as sth (2)view something from a ... perspective/standpoint

  (3)view something with caution/suspicion/scepticism etc所依view sth to be 应该是犯了用语的错误

不知道说的对不对，请大家提意见^^
