这个句子压缩一下：..... the proposal would have a effect  不太对巴，应该是taxing这个动作有一个effect　在ｘｘ方面。

即便是加上一个if enacted的条件，也应该是这个 proposal enacted的结果有一个影响在ｘｘ方面。　

所以觉得应该是Ｅ　，当然whatever后面的从句如果可以省当然补齐也不错。

请大家指正。。

这题我想明白了，但不是上面的问题想明白了，而是想明白E也不对。 因为有the proposal 说明上面/下面应该有再出现 。所以排出法 。

提案if 制定成法律 有影响 不错。 中国话是通的

翻译起来就差了： 提案 （如果制成法律的话） 有不好的影响=  提案有不好的影响。 一样。。。。~~

应该说 一个动作的结果有影响嘛 应该是 （如果制成法律的话）提案的实施/ 提案实施的结果 会有不好的影响。 ~~~fait 不行了要晕了～～，刚pass掉白勇全解　那个第十章对我影响太大，现在已经晕了~~~~。
