通过这个题我就总结出，如果使用了一般过去时表明该状态在过去出现，并至今如此；

到了74题，我就开始崩溃，OG说：
had been allowed 应该被are allowed取代（if the agreement remained was no longer in effect when the sentence was written）
也就是说具备了73总结中：“曾经出现了该状态，并至今如此”这个前提是用were allowed
现在变成曾经出现该状态，并现在不是的时候用were allowed

我完全被迷糊了是不是我理解错了什么东西啊

你在语义上重新读一下这两个句子

一个说的是一群已经绝种了的家伙过去equipped,但他们已经不复存在了，也不可能继续equipped.

一个是说某协议降低了M可以排放磷酸盐（没查字典哈）的总量，但并没有banned,因此磷酸盐在协议订下的这个时间依然可以排放，只是量少了。

是的我知道通过意思可以选出来正确选项我是纠结在 73题 OG 的A选项解释里的那一句话和74的情况是一样的可是他的选择就跟73的解释不一致。。

说客观事实永远用一般现在时。
过去完成只能用来说发生在过去的过去某个事件，而同一句话中一定有过一个simple past tense, past perfect 发生在这个simple past的past.

2你的理解不太对，equipped这里是分词作定语, 所有时间都是和作者说这个句子的时间是相对而言的。到说这个句子的那个时间为止，动词是否延续决定了它是什么时态。
3 你的理解对，注意present tense包括present simple, present perfect和present continuous.
