我选的D，查讨论帖发现CD争议，但是发现大家对C的争议和我的想法不一样....说说我的想法，请大家指正一下....

C选项比较有说服力的说法是还原后为 a particular asteroid or comet will be likely to collide with Earth
连到句中为astronomers have developed a scale to rate how a particular asteroid or comet will be likely to collide with Earth
也就是说rate 的宾语是how...（如何....“这两个东西怎样会有可能相撞”）

而原句中rate的宾语是 likelihood，也就是可能性，我觉得rate如何可能相撞和rate likelihood是很不同的就像rate如何有可能吃到苹果和rate吃到苹果的可能性是不同的，前者的重点是方式how后者的重点是结果likelihood，所以C改变了原句的意思，
而且从前半句来看，句子的重点也应该是likelihood，因为是结果 threat而不是可能的方式 threat
所以Ｃ是不对的
不知道表达清楚了没．．．还请走过路过的亲们批评指教！！
