这题第一个can 说明应该用现在时阿。所以第二个can 而不是could not. 第三个than 是than is anticipated---用被动时

后面还有一个动词啊，显然不能再有一个is了。than后面只是一个完整句子

anticipated是个过去分词，表示被动
accidents, weather conditions that cannot be foreseen, and pilot errors 这些事不能被预见的，要用被动，而其他4个选项都无被动之意
