这个结构比较奇怪，C项错是因为把重心偷转到了"讨论economic shifts有没有被识别这个能力"，而合理的含义重心是"我们能否识别economic shifts“。

嗯嗯，我理解你的意思，be able to be done 这个结构本身就是错的吗，还是说用在这里转移了句子重心所以才错了呢
