答案选E，我选的是A，觉得文章要考的好像是on the basis of ....的点吧，但是又注意到前面有个WOULD，不知道该怎么解释E选项？。。。。求助~~~

on the basis of这个用法，根据统计规律来说，一般都是错的，可以暂时性排除了
另外，主句用了would，表示一种可能的结果，那么后面一定是if从句吧

这句话要怎么理解？感觉带回原文这个题目的意思怪怪的？。。。。
