正确选项是A。has followed是谓语，aim是policy发出的动作，不是被动语态，那么aimed在这里出现，句子不是有两个谓语了么？这里不是应该使用aiming才对么？

D. the aim of which is the decreasig of operating costs and improving

E. with the ai of operating costs ad to improve

解释里面只讲了decreasing 和improving要平行的道理，提都没提一句aim。A的解释里面说aimed at is a correct and concise expression.

a policy (that is ) aimed at decreasing operating costs and improving the efficiency of its distribution system.  这里 that is 可以省略。

关于 however much, 只能理解成固定用法，我查了 LongMan 也没有定论，期待NN 解释。

much是修饰however的转折程度，不是修饰后面的voters。

如果是过去分词的话那a policy就是aim的对象了，但是这里明显a policy是发出动作的，后面的才是对象。

我也是后面那种想法，这里应该有that is，但是这个可以省略吗……？如果遇到其他的题，我们是不是可以类推呢？严重不明中……
