B.   small cars that are more fuel-efficient than they were at any time in their
C.   small cars that are more fuel-efficient than those at any other time in
D.   more fuel-efficient small cars than those at any other time in their
E.   more fuel-efficient small cars now than at any time in

我选D. 答案是C. 两个都平行，但more fuel efficient small cars 不是比 small cars that are more fuel efficient更简洁么？

D改变了原来的意思，原来说变得更省油，D变成了更小，更省油。

补充一下，如果选D。those所指代的内容也与C不同，根据原文，those应该指代small cars. Today’s technology allows manufacturers to make small cars more fuel-efficient now than (small cars) at any (other) time in their production history. 选C的话，those没有可以指代的了。
