B is right answer. 你要注意原文句子的重心，原文说法国人消耗fatty foods的比率和美国人相同。D,E将施动者变成了rate的定语

"the same in France as in the United States" is right

此外, RATE不是有比率的意思吗, 不止是SPEED的意思 ?

对，我觉得OHAYO提的对；此处应该是“比率”的意思，而非“速度”！

不过，照样要用at a rate of sth. 这样子。
