动名词不如定语从句，定语从句+“would”虚拟语气能表示出来agreement的目的是为了防止。动名词体现不出这层意思。

如果在动名词和定语从句都能表示相同的意思时候，应该选择动名词，因为更简洁。

因为prohibit的固定用法是：1）prohibit sb from doing sth

2) prohibit sb to do sth

3) prohibit sth to be done

只有E符合这种习惯的用法，我的见解，请参考！
