directives属于法令，C用现在分词作定语表示其具有多次重复的特征，十分合适，且是主动式并且更简洁
directive后的同位语从句要用虚拟语气，本题中A中的同位语用了虚拟语气，但因为是被动式，所以不如C好
所以C优于A
