求教一道GWD争议题，求高手们指教！

Unlike most severance packages，which require workers to stay until the last day scheduled to collect ，workers at the automobile company are eligible for its severance packages even if they find a new job before they are terminated。
D。their last scheduled day in order to collect，the automobile company’s severance is available to workers
E。the last day that they are scheduled to collect，the automobile company’s severance package is available to workers
答案是D无争议
对PREP中对E选项给出的分析有点疑问，它说，E选项，从语法上讲，are scheduled to collect的主语只能是packages，但they指代workers，出现指代错误

本人对E的分析就是Unlike（介词）+主语（packages），which修饰packages+until（时间状语）+。。。。整个句子结构不是很明了，求高手出面！

workers is the noun closest to they, so they = workers.

they 是Worker难道错了吗？后面的they不都是指worker吗？

指代worker的话就是workers are scheduled。。。。明显不合逻辑。。。。
