请问C选项补全是to enforce substantially greater budget discipline than （that was）originally promised and to keep inflation below ten percent 么？
所以D选项除去to enforce和keeping不平行的错误之外，还有一个就是应该把“than that which was originally promised”中的which去掉，因为wordy以及which前面没有介词一般是非限制性应该加逗号？不知道解释对不对，求大神解释~
