modifies the failure of.... (the removal of some foreign trade barriers) and (the failure of our exports to increase as a result of deep cuts in the value of the dollar)  ----这题我本来也是象你这么想的，因为从逻辑意思很容易判断出来.可是我查字典说as a result of 是副词短语，那么副词短语能修饰名词the failure吗？
