我的问题：

1 ）主谓一致：their compliance是saying that 宾语从句的主语，所以用is单数，但是表示目的因该用to protect更好吧？而且时态上也和前面动词的过去时不一致，难道因为后面saying的内容表达的是客观事实，所以用的一般现在时，表示正在发生作用？

2）requiring turtle-excluder devices on shrimp nets 应该是requiring（动词）
            turtle-excluder devices（宾语）
            on shrimp nets（宾语补语）的结构吧，请问require可以用这样的结构么？

3）DE选项中的to require 修饰law感觉 to do不能这样修饰，但是具体的解释是什么，为什么一定要用doing，是不是因为是正在发生，用to do的话可不可以理解为是这部制定法律的目的？

1）is  to do 的形式比较常见吧my goal is to be the first in my class等等，有更好的否定 to do的理由么

2）宾补就是宾语补足语，英语中有一类词可以是 V+宾语+宾语补足语的形式，如make，pronounce等等。但不是每一个都可以这样用，所以我的问题是require是否可以这样用
