一个OG阅读中的长难句结构请教

OG 12第一篇阅读，里面有一句：

Even a vastly more ecoefficient industrial system could, were it to grow much larger, generate more total waste and destroy more habitat and species than would a smaller, less ecoefficient economy.

大概意思我明白，从句子结构来说，应该是一个倒装句，但是我无论如何没办法从语法上搞明白，也不知道该怎么恢复成非倒装句。

请高手赐教，跪谢！

Were it to grow much larger， even a vastly more ecoefficient industrial system could generate more total waste and destroy more habitat and species than would a smaller, less ecoefficient economy.

前半句是虚拟语气倒装， 等于 If it were to grow much larger

再请教一个问题，为什么前面是“could”后面是“would”呀？
