误选C,正确答案为D。
求教C和D,究竟是什么一回事 = =
begin with与begin by，然后是the fact和acknowledgeing，最后是there be与the existence of。
当时选C是因为觉得begin by很碍眼，就直奔C了。求教其中真正缘由。多谢指教。

这个确实比较难分，如果是我来选的话很有可能也会选错，当然我并不是NN，不过试着分析下，不要见笑哈

首先这两个选项至少我没有发现什么语法上的错误
不过有一点儿不知道算不算是规律，我感觉GMAC比较少用there be句型
从逻辑意思上分析来看， discussion是一个动作性名词，根据GMAT一贯的一致性原则，应该用一个动作性名词来对应，这里是acknowledging;

这个我记得还看到过一个解释说：
讨论一个国家的对外政策需要是通过某种方式或者方法，应该是一个动作，而不能是一个事实（名词），这样的话用begin with the fact就显得不合理了

以上是本人的拙见，望牛人指点

这样说起来貌似是错在the fact了。
