一道语法题求教大牛

Declining enrollments are forcing smaller private colleges to choose between raising tuition and reduction of the staff.

A	between raising tuition and reduction of the staff
B	among raising tuition and reducing staff
C	between raising tuition or reducing staff
D	between raising tuition and reducing staff
E	between the rise of tuition and the reduction of the staff

这道题目上楼主纠结在C和D上，按语法来说肯定语气用between。。。and 否定语气用 not 。。。or
但是我在做og的时候，有一道题，具体我找不到了，它的解释说两者都有就用and，两者中有一就用or，这题choose 明显是2者选1啊

这道题的住考点就是between ...and
然后怎么样才是简洁的，不wordy 的，
不要多想。。。
