D似乎as。。。as两边比较得对象不对等

drivers对the current one首先数量不对等，第二current one明显指代得是limit

E：they are 补出，和drivers对等。

current one指代得是limit  与   proposed limit

句子得意思是：【司机可能还是会超过被提议的速度】这样的可能性和【司机超过现在规定的速度】一样。

举个例子，现在是80迈/小时，司机超速，现在提议，100迈，Traffic safety officials认为还是可能会超速
