viewing分词短语是that宾语从句里的一部分，修饰的是宾语从句里面的主语policy makers，不可能去修饰主句里面的主语

接着引用stellate NN的话

分词结构修饰谁取决于它做什么成分，一般情况下如果是作同位语，主语同位语在主语前/后，作宾语同位语在句尾。但是与被修饰词在句中的位置无关

所以在这题中，viewing是修饰宾语从句的主语 policy makers

如何快速判断呢？当时我做这题时，按照一般的语法习惯，分词紧跟所修饰名词，因此认为A、B均错并选择C，因为Who可指代policy makers，而viewing 修饰 who，即修饰 policy makers....麻烦指点一下C的错误好不好？万谢！！

对前人关于v-ing修饰的精彩讨论大致总结了下，希望能对Q3补充一点，不能的话，就当补充知识了

引用jacy：前面有逗号,优先做状语，如果n+doing,没有逗号, 则优先作定语.

引用lyricling：分词作定语与定语从句作定语是有一定区别的。分词作定语表示长期，持续，一贯的动作；而定从则表示一个具体的，一次性  的动作，分词前加逗号作定语修饰前面的名词，这样的结构一定是有的。但这样的结构通常不出现在句末。新东方补充材料有一例出现在句末，但也是与过去分词并列作定语，修饰前面的名词。个人以为具体做哪种成份，最好还是从意思上去判断。

highlight部分应该说的就是这个结构：....n., including...

welkin对此的解释：including是特殊情况，是已经介词化的现在分词
