unlike the second one, in the first one "they" are definitely clear -- same as charter vacations

so there is no reason to use "it clause to " ....

但是第二题E里的they难道不tricky吗？

如果it是形式主语的话，有2个weaken

1.引导词that/who/。。。不好省略的

2.they也存在着和A一样的tricky point，都有可能指代“人Researchers ”或者“plastics ”

我觉得第二题的A的结构和第一题非常相似的

they cost more than they seemed：表示they即实际上cost...,又似乎cost....所以they同时指代两样东西---kaplan是这个意思吧
