白用书上的一道题，

Japan received huge sums of capital from the united states of states after the second world war, using it to help build a modern industrial system.

(b) Japan received huge sums of capital from the united states after the second world war and used it to help in building.

白用书上的解释是，选项B 的it 指代的是united states，为什么不是sums呢？我想知道代词指代的一般规则，这个语法点总是不太清楚，谢谢了。

不对吧?

我认为it指代的是huge sums of capital(复数)

help in doing也不对

所以B不对
