1.according to OXFORD dictionary, award sth (to sb)
so, rule out AB

2.D表意错误(变成给迟到的人的最高奖励了,应该是最高奖励.)

3.CE划线部分句式很简单了,C选项which不必要,而且第三个分句前面光秃秃的直接和honor连在一起,名词连名词,明显不对...

发表一点个人见解 hope make sense!

C 和 D的错误应该是出在 long-overdue in。。。这部分成了修饰award的了，而E中 the nation’s highest military award作为插入语解释国会荣誉勋章，然后紧跟介宾结构 long-overdue in。。。作为一个后置的目的状语，说明颁发勋章的目的，这应该是符合原句的意思的。

拙见：
这个题，破折号中间是插入语，不用看。所以awarded直接接奖项。C太罗嗦，which was可以省略。
所以就剩下DE，D有逻辑错误，因为不是for recognition 而是for soldiers，没这个选项，就是in recognition of 他们的bravery.
