我的问题是：aimed在这里应该是过去分词做定语，但是policy并不是aim的对象；从逻辑关系上说policy的谓语应该是aim, 所以我觉得是不是应该用aiming at。请问到底是用过去分词做定语还是现在分词做定语？

我从逻辑上尝试解释一下，请指教不对的地方

我记得没错的话其实 Aim at/to都是正确的搭配。感觉上aimed to 是习惯用法，我好像没见过aim不用aimed 的呢。

(A)aimed at 我认为是修饰policy的，说明policy的目的是###

(B)with the aim to 我认为是修饰 follow 的.

B的意思是强调人们做一件事情是带着一种目的去做的， 逻辑上并没有说policy在这个目的中的作用。

A意思比较明确，人们follow 了一个旨在 降低成本的policy.
