我觉得这里的scientists hope是插入语，就和I believe一样，去掉也没有关系

去掉就变成： to make ever more precise measurement that will enable them(scientists) to

不是很好的一个句子么？

我一开始也选A，答案选的C我就不太明白了

我选A，觉得C错的原因是它改变了原意，整个句子都是在讲NEAR，而scientists不是句子的focus，而且是那些更准确的测量使得科学家能够理解太阳系的形成，而C却分成了两个句子，后面的句子只是说科学家希望他们能够理解太阳系的形成，和前面NEAR所讲的内容，没有逻辑上的连接
