答案是C，但是突然迷惑了...

the year后面的状语从句是要跟that的，固定搭配：1990 is the year that I was born.
同样的还有：
phenomenon 后面只能跟 in which (在这个现象里面) 不能跟where
The period/at a time +when
An age/the way+ in which：We are living in an age in which golden calf is idolized.
The next time/the way +句子

不过据OG解释此处的the same as中的as可以替换成that，这个我上面已经讲了，但是如果不替换：
A 改写为A letter by Mark Twain, written in the same year as The Adventures of Huckleberry Finn was published 这样可以么？as后面可以这样跟从句么？求NN解答

the same as 也可以引导从句：

(A) that Halley’s comet will pass
(B) that Halley’s comet is to be passing
(C) as Halley’s comet
(D) as will Halley’s comet(D)
(E) as Halley’s comet will do
the same...as...连接的两部分更要求对称，方便省略主语，动词或者宾语，当然助动词情态动词和时态动词will不可省略
the same + 时点/时间段，通常后面都跟that从句
