首先，这首诗是我GOOGLE的，不敢装博学。老泰这句话（不过我猜原文是印度语，别人翻译的）语序没问题，我猜他是想说一个heaven of freedom－－A place where the mind is without fear，不是问句。

其次，介词短语可以作表语，如：He is in trouble. 我的字典上有without作表语的例句：
