"hopefully completed in the late 1980’s"  should be "hopefully TO BE completed in the late 1980’s"

yboo,不完全理解你的意思,你意思是completed表示已经完成,而句子的意思是会在1980's完成,所以用to be?

to be在这里到底是什么用法呀?

(B) The modernization program for the steel mill, hopefully (to be) completed in the late 1980’s, will cost approximately 51 million dollars.

B has a few problems:

1)The main problem comes from the two terms in the first part of the sentence. As a result, hopefully (to be) completed has no clear referent.

2) "to be" has to be added. Even added, "to be" still can not make the sentence correct due to problem 1) above.

3) It seems to me that ETS doesn't like "hopefully" that much in terms of discribing something other than people, although grammatically it is perfectly used here. Some one please confirm that.

Hopefully 太口语化

"The traditional sense of hopefully, ‘in a
hopeful manner’, has been used since the 17th century. In the 20th century a new
use arose, with the meaning ‘it is to be hoped that’. This sense is regarded by
some traditionalists as incorrect, despite the fact that it is now the dominant
use."

just not informal.
