无论从语法还是从逻辑上都不是的。

语法上必须遵循就近修饰的原则

逻辑上是当地时间由-----决定。

但DETERMINED前面有，好分开，应是无依附结构吧！？逻辑主语应和句子主语一致吧？？

就近原则适用吗？？

无依附结构一般适用于分词短语放句首的情况，当然放句末也有（一般是现在分词）。无依附结构在句子中做状语。

放句中的情况就应该没有了，而且从句意可以看出这里是过去分词做定语。

白勇的解释是was与local times主谓不一致

而后面的differing是和determined平行，省略了be动词

所以添加主语后是local times was differing，

不考虑主谓一致，was determined 和 was differing 的时态也不一致

所以错
