B的错误在于make an offer for buying.

make an offer on sth.

make an offer to do sth.

make an offer for sb.

if the deal were not to be concluded 是虚拟语气，表示对将来的假想。

比如：If you were to succeed, everything would be all right.

if 后紧跟were to do就是虚拟语气。同样的表示对将来的假想的虚拟语气还有：一般过去时和should/would/could/might+ 动词原形

举例来说：If you succeeded, everything would be all right.

　　If you should succeed, everything would be all right.

同意楼主，A 错，前面was signed 没用虚拟语气，were 则应该为was

我选C,但觉得 C项 with 不如includ好，有修饰them 的嫌疑，因此最好用一个从句that includes

请问NN A 中的were 在这里有什么玄机么？

虚拟语气中be都要写成were.无论单复数.

这题到底选A还是选C啊，在prep 新 1-217里是选A的，但是在模拟卷里正确答案是C

虽然很久了，但是我查了张道真的实用英语语法缩印版第238页：过去虚拟语气——和陈述语气的过去式相同，但动词be要用were的形式
eg: She treated me as though i were(was) a stranger.
If only I were not so nervous.
所以用were

应该选A，个人理解C里面的"be signed by them"很wordy，而且“with”改变句意
