根据题意，应该是许多学校没有或者不可能有，所以排除C。

如选C，貌似逻辑上说不过去。

查了一下，老外好像凭语感就能直接选d.

我想原因应该是，or和nor的区别本身不是很大，很多情况下可以通用。

如果硬要说有差别的话，那就是连接短语时，native speaker习惯上经常用or.如：

He is not a teacher or a student.

在连接句子时，习惯上经常用nor.

I did not want dessert,nor did I want coffee.

不是的，or在意思上self-contradictionary.

C:报道说，许多学校没有，或者可能有，足够的电脑。  到底有还是没有？

D:报道说，许多学校没有，或者可能没有，足够电脑。  没有，就是没有。

这是在谓语/句子层次的平行，to have不能做谓语，所以需要排除AB

C -- 逻辑有问题 -- 现在没有，或者将来有...

E -- nor ... not 语意重复

D -- the best -- are 成为谓语，因为是联系动词，所以倒装 (注意：说法有误，请见紧接的两个讨论贴)，类似的用法在not only ... but also 结构中也出现，例如
