When it comes to the question that whether governments andcompanies should share their scientific discoveries with others, some thinkyes, and the others answer no. If you ask me, I would say 'It depends.',because I think the answer should not be simply white or black, and manyfactors should be considered in this question. On one hand, I would raise the factor of security. If somediscoveries by governments are quite security sensitive, for sure, thesediscoveries should be considered more seriously before shared with companies,or even rejected to be shares. Just image what would be happened if thesediscoveries have been used by terrorist, who could somehow get suchtechnologies from companies since it's reasonable to think that the companiesare less strict than governments to keep sensitive technologies. Therefore, thesecurity factor should be considered before making the decision. On the other hand, If there is no such security issue,governments could consider to share scientific discoveries with companies, andthe reason can be obviously seen. By sharing, both sides, governments andcompanies could be benefited. For companies, the new discoveries could increasetheir competitive strength in the world market, and for government, the newdiscoveries could provide more service for their people. Therefore thissituation is double win. In conclusion, both sides, positive and negative, should beconsidered when we decide whether governments and companies should share theirscientific discoveries. If the sharing could much increase the competence oftheir economic, why the governments do not it? But if there is high risk toshare some technologies, the governments should be more cautious.
