我的疑问：B为什么错了？它的解释我不是很懂。我理解的是native people decimated by the devastation,没觉得people自己decimated啊

按照你的理解，这句话应该改为

native peoples were/has been decimated by the progress

改为被动语态

另外我觉得that/by which等等指代的都是progress

有道理的说，把by which看成指代progress 就解释的通B为什么错了。而且我发现我有时候会犯这种错，native people decimated by the devastation即使没有be动词我总把他当成被动
