问一道紫皮上的sc句子结构（急!!!）

划线部分为正确答案，解释为“，”前的部分是两个平行的subordinate clause,都以that引导（that there is........and that the goverment......）。而“，”后为main clause。

不明白为什么逗号前为丛句，都号后为主句。谁能帮我解释一下这个句子结构，随便问一下，这属于什么丛句？谢谢！！！！

agree引导两个并列的宾语从句，that后面是agree的具体内容。

我觉得however在这里是no matter how的意思，所以前面是个让步，而逗号后的 it 是形式主语。

However much 是 even though 的意思，所以逗号前面和后面的部分是可以对换了。However much 放在前面因为作者想强调它。
