个人认为A对，因为我觉得that is 修饰的是the AM-1, 这才是part of 15years effort，不过答案给出的是E, 我理解是如果that are  对，那么就是说new satellites 是part of 15years effor. 但是我不大想得通，哪位高手帮我解释一下啊

我的困惑是题目中的subject to 怎么理解呢？

subject A to B 也有制伏的意思，通过B制伏/征服A

越前指代我理解只有一种情况能发生：A  DOING/DONE/THAT +that

也就是要是2个同时都修饰A的，无主次，可以用（也不好）

代词指代——定语从句就近指代原则：

A中，that指代satellites,所以应该是are而不是is。

B中，which指代satellites, 所以也应该用are而不是is。

动作的目的性用to do而不用of doing：

况且，effort to do sth 是固定搭配，所以，A、C错误。

而且，D中的effort后加一个that 从句，感觉好像不简洁。

句子重心不改变：

D中，for 15 years 是做状语，而题目中15-year是做形容词。
