[求助]问个简单的语法问题~~

observable objects in the universe,(believed to be) the cores of
galaxies in an early stage of development.

A) believed to be

B) are believed to be

PS：这里括号代替划线

答案说选B，因为A选项的句子结构是名词，插入语，-ed分词短语。因为A选项缺了谓语，所以错

我比较迷糊的是什么是-ed短语？这题翻成中文我也会选B，因为是被动，不觉得是-ed分词短语

举个例子：Bush, the American president, selected this plan. 这句话中selected this plan算是-ed分词短语么？

这是白勇语法里的一题，小弟今天第一次看这本书……

这不是分词短语，是过去分词，恰好selected过分和过去式形式相同而已。

分词短语存在于被动、完成时等中。

那像我的第一句话 believed是如何分辨出来这是-ed分词的呢？
分词和过去式长的都一样前面没有表示被动和have 如何分辨呢？
小弟是新手估计这问题很傻但我真的不知道一直很迷惑
