没有固定的用法不同情形下不同的用
看句子意思是要表达什么
这句话是用-ing作限定性修饰，表达power是什么
powers enabling it withold from the public...(倒装了)
=powers that enable it withold from the public...

(A) looks correct.

(B) 'awarded X the powers for it...' redundancy in usage.
(C) the action of withholding is shifted from the CIA to the Supreme Court.
(D) CIA is an entity - singular not plural.
(E) 'that they..' incorrect usage and again, reference in plural.
