The foundation works to...and cooperates (with governments )to improve...这里with governments是打酱油的，干掉不看你就明白了，完美平行。

The foundation works to strengthen...works是动词，且为第三人称单数，cooperates也是动词的第三人称单数。works和cooperates平行。动词的发出者是foundation，是基金致力于加强农业，是基金和政府合作。不定式后面不能跟整个句子。to strengthen and （to）cooperate 后面不能继续 to improve，转而使用for improvements，和to improve比太wordy。access本身就是名词，使用accessibility也wordy。平行是一方面，最重要的是冗余。

我觉得coorperate和strengthen也可以完美平行啊就是说这个foundation works了在哪些方面works了呢？一个是strengthen market 一个是cooperate with government ！然后这两点是为了farmer·~~Σ( ° △ °|||)︴我第一眼就干掉了选项是cooperates的。。。。

选定了一个之后，还要看后边的其他的啊

2、C的话or improvements 是什么？

access to 有影响到前面这对平行的判断么。。。。

不定式接不定式容易有歧义。也有正确句子是不定式接不定式。和不定式接不定式没关系，也和平行无关。这都是无伤大雅的小错误。原句的错误在improments和accessibility。这两个词wordy。

但是cooperate前面没有to，说明是和works 并列
