我的理解是:

1)B中句子与名词lighting不对称;

1)看结构就是一个句子加上一个非限制性定语从句;

2)按照逻辑应该是虽然公共场合安了电灯,但是只有很少的家庭有电,这样public places对应home比较合适,再者电在家里逻辑不如家里有电好,排除AB

3CD结构类似,首先D was不对,C中,在这里是强调的家庭,是说有多少有电的家庭;

4E,没有硬伤,where可以跳过electricity修饰homes

所以E,
