In my opinion,

主句时态是完成时，has steadily increased , 很显然要有时间点support. After ....是时间点。

再者，现在分词表伴随状态，如果主句时态是进行时或许可以。

在这里,declining 不可以理解为动名词, 因为其前面的gradually是副词.

BTW, 分词做状语时, 表伴随,表结果;不表将来,不表在主谓语动词之前的发生的动作.所以, 此处不用分词结构.

这里after不是介词，而是省略形式的状语从句的连词，形式：时间/让步/条件的连词 + -ing/-ed/形容词短语，形式主语为workweek. 由此可见following在此不能使用，因为workweek主动的decline，退一步说，就算是workweek follow着declining，就算declining在这里做动名词（其实已经不可能，就像楼上MM已经说了的，gradually不能修饰动名词，只能修饰分词），workweek也不能follow着自己的declining吧，也是要说workweek follow着其他的一个什么诱因的declining这样才能逻辑通顺。从另一点出发，既然存在decline的动词性名词declination，尽量就不要考虑动名词了，我衔狦MAC比较不认可动名词的，动名词与动词性名词区别：动名词表……的动作……动作性名词表示……的结果。

根据朗文字典，“following”有三个词性：adj./n./prep. 其中就prep.的释义为“after （在）．．．之后”　例句：Following the speech, there will be a few minutes for questions.

由此，把“following”视作单独的prep也未尝不可？
