请教一道语法题

During the 1980s it became clear that soliciting private funds was far more efficient for environmentalists who sought financial aid than to go to state or federal agencies.

Answer

(B) That for environmentalists who sought financial aid, it was far more efficient to solicit private funds.

两个it都做形式主语,第一个it指代和第二个it指代不一样,为什么可以做正确答案.

这个貌似不只有“一个句子”吧。。。

“it was far more efficient to solicit private funds.”是主句主语从句里的另一个句子

说得有点晕

我上新东方，老师也说听一个句子里形同代词只能指代相同的事物哦！我也很纳闷这题，顶下

不过只从读起来的感觉说我觉得B选项挺顺的没什么问题

除非前人总结代词的时候把这种情况漏掉了。

两个it做不同的形式主语，第一个指代that主语从句，第二个指代不定词主语to solicit pribate funds.

主要的考点我觉得是than前后的parallelism，保持不定式的统一
