分词修饰优先于定语从句，而且读起来很wordy，意思和语法上倒是没有错。

这道题如果把C选项改为：drug intended to be used by both adults and children是否正确呢？

个人觉得可能因为虚拟语气省略了should，但是还是有这层意思，所以must也要去掉

请教一下B中whose intended use is 只是觉得别扭，但是不知道为什么不对？

个人意见,觉得a,b,d,e都不好,
A:they没有指代,both and 没有平行错
B:whose intended use 太wordy了,可以用intened表示, adults and children as well,and与as well重复
D:they没有指代,it 指代不清,是FDA还是drug,对于and also不能马上就判断就一定是错的
E:both and 没有平行错

至于把must去掉,我是那么理解的, mandates that A (should) do 表示的是应该
如果加上must,就变成 mandates that A (should) must do 表示的是必须还是应该,产生歧义
